Changes To Horizon FSAs

FSA

URA members who participate in the Flexible Spending Account (FSA) program that sets aside pre tax dollars to use for eligible out of pocket medical, dental, and vision expenses will have a new service provider. Beginning July 1, 2026, Horizon Blue Cross Blue Shield will change from Horizon My Way (old service provider) to WEX (new service provider). New Visa debit cards should be mailed in June 2026 and will be usable July 1, 2026 and are valid for 3 years. Existing cards will be deactivated as of June 8, 2026.

Updated May 29:

  • No action required on your part. FSA will continue to be deducted biweekly.
  • Horizon will remain your FSA administrator
  • Same username and password
  • New FSA cards will be issued.
  • Current FSA cards will expire June 8, 2026 and will not be usable after this date
  • If you are using your FSA card to pay for purchases through websites (such as OptumRX for mail order prescriptions) you will need to update your billing information
  • There will a blackout of all FSA reimbursements between June 8 and June 30. During that period, you will need to use another form of payment. SAVE ANY RECEIPTS and DOCUMENTATION for FSA qualified expenses so you can file a claim for reimbursement starting July 1.
  • After transition is complete, activate your new debit card
  • Download the updated Horizon MyWay App (and delete the old one) to manage your account
